Hi,
Let's say a certain PC can run Battlefield 4 at 190 fps, but the screens refresh rates is only 144Hz. So my questions is will you only perceive 144 fps of that 190 fps or is the refresh rate of the monitor completely independent from the GPU rendering rate.

More about : refresh rate frame rate

Actually, they are entirely dependent upon each other. A monitor's "Hz" refresh rate directly equates to your monitor's maximum "FPS" rate. So a monitor with a 144 Hz refresh rate will only show on screen a maximum of 144 frames per second. When you exceed the monitor's refresh rate with your FPS, that's when screen tearing may occur.

In my book, it's still best to exceed your monitor's refresh rate as it still contributes to a more responsive feel in your game controls. Higher FPS = more responsive, more fluid gaming. As long as screen tearing doesn't become a noticeable distraction, it's all good. Once you move up to a 144 Hz/144 FPS monitor, then it's hard to imagine that you would be experiencing a lot of screen tearing from excessive FPS. If so, then you need to max out your game settings even more.

screen tearing and latency at the same time which is not possible with current solution.
