I have given public sharing for my server 2008 , every one can access the machine inside india, but from dubai its not accessing

I hope you are not sharing the server directly over the internet. This is such a bad idea that many ISP have blocked the ports used for default file shares. The dubai ISP may have blocked some of these ports.

Normally you only do this on a private network or via a VPN connection between sites. dubai may be blocking some forms of VPN but normally you only see that from china. Your best bet is to use SSLVPN which passes though firewalls and other blocking easier.

If you ARE actually sharing the server directly on the internet a vpn from the dubai location would solve that but it is still a bad idea to directly share files on the internet.
