Is this rig better the the PS4?

i bought this and heard that the ps4 pgu was equivalent to a r9 280x.

technically and visually no. Consoles are designed to make games look very good using minimal hardware, you need a powerful PC to make games look better than console, even then you'd probably only notice slight differences of side by side screen captures. High end PCs will be able to run higher resolution and fps than consoles.

You're forgetting that PS4 games are coded and optimized specifically for the hardware in a PS4 which will never change. PC games cannot be coded in such a way as there are too many possible hardware configurations to code for all of them. PC game coders have to take a, "it'll run on this, but look and play awesome on that" approach.

You're comparing apples to oranges.

It's hard to say because the PS4 has what's called an APU which a CPU and GPU merged together.

The CPU is a octo-core which allows the PS4 to do many things simultaneously, but lacks that performance in single cor application, an area where Intel sort of wins.

The GPU is one that is derived from the 7870 which is a very good card.

Since the build you mentioned only has a hexa-core CPU.
The R9 270X on the other hand is a little bit more powerful than the 7870.

So graphics wise it's better but CPU application wise it's less powerful.
