How to recover a wiped laptop hard drive to make the laptop run again?

I have a laptop and accidentally wiped the hard drive.
I think I uninstalled the whole drive when a certain window suddenly popped up.

I tried hooking it up on my desktop there was a certain folder called "recover"
The problem I can not make the applications inside it.
I assumed that it is because I am using windows 7 and the hard that I am
trying to recover is actually a windows 8.

Please tell me if you need more info for it.

I am trying to do it myself because the shops are asking for $300 for the
service while the laptop only costs $500 and will take from 1 month to 3 months
for them to do it because they have a bunch of things lined up. :(

By recover do you mean for use or attempt to recover the data that was on the disk before it was wiped?

What I meant is to make it run it again for the laptop without reinstalling new programs.
I think the whole program was uninstalled.

Well if what was deleted was the operating system it simply won't run as the boot disk for the laptop. You can as you did connect it to another computer and possibly retrieve some of the files that you deem important.

Was the recovery file the only file left on the drive?

That "might" be the Recovery partition. Maybe.

Put it back in the laptop.
Boot, and select whatever key invokes the Recovery function.

yes, its only the recovery file that was left when i opened it in my desktop.
and yeah, I want to recover the operating system itself. I really do not mind if all of my data were gone. I just want my laptop to run again

It was a Toshiba sattelite.
