Is this cheap PSU safe to use for a video card?

that is a pretty bad psu, it can very likely hurt your system, but chances are it just dies. it may work flawlessly for years, it may fry your system, its hard to tell with these bad psu's. what is your budget?

I don't want to spend more than $30 for a psu.

Logisys is listed here. It could take out your system. Are you referring to customer reviews? Better to research legitimate reviews on-line.
NEVER skimp on the powersupply! Save up $$ if you must, but invest in a quality PSU from Corsair (AX,HX, TX), Seasonic, XFX, Enermax, ANTEC, EVGA SuperNova, Rosewill CAPSTONE. The PC you save might be yours!!
 


What is the power supply currently in your Gateway? Post the information from the label on the side of the PSU.
Does your Gateway have a video card install now? If so, what is it? there is the slim possiblity that your PC already has enough power for the new card.
 
For everyone's information: Just checked Nvidia and MSI and then some other sites and searches and it appears that the GT640 does NOT need a PCI power plug. Appears to draw power from the PCI-Ex slot. Reference card is rated at a max of 65Watts (or just under 6amps).
