I don't see it in the tier 4 OFFICIAL LIST.

Tier 4 - Not Recommend for stressful situations. May not be able to put out full rated power above room temperature, and may slightly fail to meet ATX specs.

That's for people who are strapped for cash and need a quality unit for a superlow price. Not to say it's high quality, though it's better than most rubbish for that price.
