Getting no visuals from new video card (XFX R9 720X)

I just bought an XFX R9 270x 2GB DDR5 video card and have been having hours of frustration trying to get this thing to work. The fans turn on, then kick off for a second, then kick on. I have not been able to get visuals on this one but my old card (Radeon 7770 HD) still can run and it works like it always has.

Heres my specs:
Rosewell 750W PSU
MSI 970A-G46 Mobo
R9 270x XFX Video Card
AMD FX-8350 8-core CPU

yeah, I had a 600W and reconnected a 750 instead and got the same response of no visuals

OK, go to Start, type 'msconfig' into the search bar and open it. Then go to the 'Boot' tab. Check 'Safe Boot', Apply, Ok. Then Shut down, unplug PSU and install new GPU and try booting.

If that doesn't work: Try to boot up with just a single stick of RAM.

Still got nothing. Do you think it may have to do with the fact its a DDR5 and my mobo is a DDR3?

I am using Win7 and I do not have a secure boot on my BIOS
On the box it does say Win 8 has secure boot but not win7

Im using DVI. and Ive tried both slots and still, nothing. This is my 4th card I've gotten and all have had the same thing of no response like its not even plugged in.

Have you tried uninstalling the old drivers? Also, make sure every cable is seated correctly (yes, it sounds like a novice mistake but it is often overlooked), if that fails, RMA the card and try again. Good luck
