I am building my first gaming rig/ computer and i have a budget of no more than $1000 and i would appreciate it if you could give me any advice on the parts i chose and if you prefer any other parts. Also keep in mind i want to play games like Dark Souls 2, Battle Field 4, and upcoming triple A games on high and or max settings

My parts include:

CPU
Intel Core i5-4570 3.2GHz Quad-Core Processor

Motherboard
Gigabyte GA-Z87X-D3H ATX LGA1150 Motherboard

Memory
G.Skill Ares Series 8GB (2 x 4GB) DDR3-1600 Memory

Storage
Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive

Asus GeForce GTX 760 2GB DirectCU II Video Card

Case
NZXT Source 210 Elite (White) ATX Mid Tower Case

Corsair Builder 600W 80+ Bronze Certified ATX Power Supply

Optical Drive
Asus DRW-24F1ST DVD/CD Writer $19.99

Operating System
Microsoft Windows 8.1 - 64-bit (OEM) (64-bit)

I have heard mixed reviews on the operating system compared to windows 7 and if you can tell me which you prefer and why that'll be gratefully appreciated. thank you for, if you do, on giving me advice on this build.

p.s. should i also get an ssd with this?

Go with 8.1 as it is newer, and will have support longer most likely.

Cpu needs to be overclockable if you are getting an oc capable mobo(if you are get a 212 evo as a cpu cooler, if not downgrade mobo to non-oc model)

Psu: should be nicer unit as cx is not very good.

Gpu: To play newest games on near-max/max settings get a gtx 770, or 280x if not gtx 760 is fine.

I would get an ssd if you want faster boot and load times, but otherwise it brings no extra performance.

Edit: I will try and get a build together on pcpartpicker.com for you in the meantime.

Edit 2: here is a build I came up with.

thank you on your input on my specs but i would like to address a few things first
I dont want to overclock my system
i like my first case better, but thank you on your advise
if i dont need ssd than i dont need it im patient enough for the boot up
i literaly cant go over $1000 to be more specific no more than $950
i dont want to spend $60 more on that cpu and cpu cooler (unless i do really need a better cpu than my original choice).
and about the gpu if i do cut down on the cpu and stuff do you think it is really worth spending ~$50 more, and instead get the 760 if i dont get max settings on any future games im good with, plus i dont need ridiculous frame rates 40 maybe 30 fps is good enough in my standards, but if that gpu is a ton better for the $50 than ill look into it
but also thank you a bunch on finding me that psu and giving me your opinion on the os
again thank you for the advise

If you don't want to overclock I can shave alot of money off any you don't need a cpu cooler on non oc, also you realize that tax comes ontop of the numbers here.
