Ok i have been wanting to get a new vid card for a bit and i think my mobo is slightly broke.
First this is what i have.

Western Digital WD VelociRaptor WD4500HLHX 450GB 10000 RPM 32MB Cache SATA 6.0Gb/s

Intel Core i7-2600K Sandy Bridge 3.4GHz (3.8GHz Turbo Boost) LGA 1155 95W

Western Digital WD Black WD1002FAEX 1TB 7200 RPM 64MB Cache SATA 6.0Gb/s 3.5"

GIGABYTE GA-Z68X-UD5-B3 LGA 1155 Intel Z68 SATA 6Gb/s USB 3.0 ATX Intel Motherboard

G.SKILL Ripjaws X Series 16GB (4 x 4GB) 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10666)

SILVERSTONE ST1000-P 1000W ATX 12V v2.3 & EPS 12V 80 PLUS SILVER Certified Modular
Active PFC Power Supply

EVGA 03G-P3-1584-AR GeForce GTX 580 (Fermi) 3GB 384-Bit GDDR5 PCI Express 2.0 x16

Bought it all in late 2011
the issue with the mobo is its USB ports have never worked fullly its always said the devices could go faster the max transfer speed i reached was 17mbs on a usb 3 port with a usb 3 stick I have done lots of reinstalls of win 7 and drivers to no good.

So mainly wanting a new mobo and vid card everything else is ok.

So do i buy just those two parts im looking at the gtx 800 cards
Or should i hold and just buy a new system again

i was buying new systems every 2 years had a sweet deal with my bank for a 2 year no interest computer loan so it was a no brainer but they cut that in late 2012 so been in a holding pattern since then

Just wanting it to scream in game performance
As for budget if whole system idk the last systems i had cost 2200, 1900, 1600

You can definitely keep the cpu, HDD, ram and psu. All you need is a new mobo and the GPU. The 800 series hasn't been released yet and we don't have an official release date yet but there were rumors that they would be delayed.

For the mobo you could go with this:

Motherboard: Gigabyte GA-Z77X-UD3H ATX LGA1155 Motherboard ($144.99 @ NCIX US)

Not sure how much you wanted to spend on the mobo, for the GPU you could either do a gtx 780 or 780 ti or wait until the 800 series is released.

Edit: if you wanted an Asus mobo:

Motherboard: Asus P8Z77-V PRO ATX LGA1155 Motherboard ($144.99 @ Newegg)
