It depends on what version of the motherboard you have.
V2.0 (http://www.ecs.com.tw/ECSWebSite/Product/Product_Detail...) supports up to 4GB.
V3.0 (http://www.ecs.com.tw/ECSWebSite/Product/Product_Detail...) supports up to 16GB.

I somehow missed the v7 at the end. It does appear that, according to the mobo specs, it will support 16GB of DDR2 800/667/533/400 DDR2 SDRAM.
Yes, it is true that you will need a 64 bit version of Windows 7 or any OS to be able to use (access) the 16GB of RAM.

As far as I can tell there is nothing from the specs you provided to prevent you from installing the 64 bit version of Windows 7. Note that going from 32 bit to 64 bit is not an in-place upgrade and requires a clean install of Windows. You might want to check for 64 bit drivers for the motherboard.
http://www.ecs.com.tw/ECSWebSite/Product/Product_Detail... - 64 bit drivers for Vista. They may work but your best bet is to check the ECS website or the manufacturer's site.
