DVD drive extremely slow reading with one DVD in particular

I just did a new desktop build the other day and got a fairly standard DVD RW drive. I copied files off of a data DVD and it went as fast as expected - in the tens of MB per second region. However I've put in another data DVD and it is struggling to read above 1 KB per second. It's usually at around 200 bytes / sec. Sometimes it jumps up to 10 KB/s (:ouch: )

When reading the 2nd DVD the drive makes a jittering kind of noise, like the read lens is moving back and forth very quickly OR the DVD is off balance and making the whole drive shake. The 1st DVD does not produce this effect. The 2nd DVD is correctly read and the files are correctly copied. It's just very slow. When the 2nd DVD is first put into the drive all of its contents take a long time to appear in Windows Explorer

I'm trying to work out why this is the case. The writeable DVDs are from different manufacturers and I've copied off of the 2nd DVD at the correct speed in the past. Both DVDs have the very minor scratches which you'd expect but neither is chipped or has any deep scratches. They have both been in storage and unused for about 4 years but they were kept well in cases.

It's currently estimating 24 minutes to copy 4 MB... ug, it's going to take so long to back up this DVD. I realise that the DVD is probably just broken some how so I'm not making this a Question thread. I'm just interested if anyone has any ideas about why it might be behaving this way.

Looks like that the problem isnt your dvd drive, but the dvd rom.

Does the DVD ROM have any scratches on it?
