League of Legends Framerate issues

I have less than 20 fps usually when playing League of Legends on minimum. All other games run fine.
My Specs:
OS Windows 8.1
CPU: Intel(R) Core i7 CPU 860 @ 2.8 GHz
Ram: 8 GB
GPU: GeForce GTX 650 1GB
64 GB SSD, 1.5 TB external harddrive
CPU Cooling 5 100mm fans
