Does a PC equipped with a Geforce GTX 650 TI 1GB and an Intel Quad-Core i5- 3330 have better graphics performance than a PS4?

I am going to buy Watch Dogs, but I don't know if the graphics have a better performance in a PC equipped with a Geforce GTX 650 TI 1GB and an Intel Quad-Core i5- 3330 or running in a PS4. I ned some help

Pc graphics cards will always be better then consoles. Consoles have APUs and don't have dedicated graphics cards. Pc also will run a game at a higher level of detail and higher frames per second. You will have customization options on pc. Consoles can barely run games at 900p at 30fps. Your rig will run at 1080p at 40 or 50 fps
