Lower performance than expected

I really sure there's a problem but could find the reason. The problem is, i have really low fps like 0-20 even in very basic games while power cable is connected.

System:

Intel i3-2370M @2.40Ghz
4 GB Ram
500Gb 5400 Rpm Hdd
Ati Readon HD 7670M 2GB/128Bit Graphic Card
Windows 8 OS

I didn't understand why bus width shows as 32bit while it must be 128bit. And i used worse system like c2d 1.8 cpu, 2gb ram and 512mb@256bit gc and had zero problem with same programs, games.

When i open some game, usage rates goes up to Cpu 40%, Ram 60-90%, Hdd %20-60 (used to be 100% but disabled some background win8 services like windows search, defender)

Additional: I checked the bios. It seems samsung don't give many options to users. Only option about performance was energy saving mode. I choosed as disabled. After that, performance raised like at first benchmark fps rate was around 17 now, it's 29. Still not good as expected but better. However, bandwith lowered to 4.8 gb/s while bus width raised up to 128bit as expected. I am really confused.

My guess is samsung lowers computer's performance to have stability and less consumption. However, i couldn't find a way to reach additional options about that.

Sorry, i couldn't write back. It seems i can't run that program due some problems. Btw, graphic card performance results became very good. However, general situation still continues.

I will reinstall fresh os (win8.1), disable some features like windows background search services etc., will clean fans because i saw some increased heat, defrag hdd. And let's see the results.
