Can a cheap power supply effect performance?

Yes and no.
Directly a cheap power supply can starve components of power, so in terms of OCing you wont get enough power to support higher speeds.
The main problem is failure rates, If the PSU dies you are out money, or time replacing it, and depending HOW cheap they are, it can take other components out with it.
