GPU performace with PC

I have an EVGA GTX 770 4GB with ACX cooling and an AMD-6300 6-core processor 3.5 GHz. In games like Rust I am only getting a high of 60 fps and it can get as low as 20 fps. I know that the graphics card is really good but I don't know why it is not performing the way I want it to. Also I have a 60 Hz monitor, and I don't know if that is the reason. I want to in the future play games like BF4 and Titanfall on Ultra but on games like Rust I am not getting the FPS I want. Plus I have seen videos of Battlefield and they are staying in the 60s as an average, and that is the FPS I want on all of my games. So if someone could give me a solution of why my GPU is not performing the way it should be that would be a lot of help!!!!!!!!!!!!

Well, if you're just testing Rust, test something else.
Like a lot of games that came from Greenlight, Rust is very buggy and terribly optimized, and probably won't run well on any hardware.
