Hey, Guys,
I have been searching for a solution to this problem for days.
The problem is I have an external Hard Drive and I want to disable access to a Folder on it that contains my personal data from any other computer except the one on which access settings are being setup.
And the other computers that I want to protect my Data from are those that may be complete strangers' PCs or some Friends' PC, etc.

I have read about Windows EFS also but I don't know it is going to work in this case.

I will appreciate any input, Please help, guys.

Windows EFS will work. However, if the original machine goes dead you won't be able to read the files unless you saved copies of the certificate/key, so be very sure to have backups of that in a safe place.

Why do you want to keep one-system-only data on an external hard drive?
