Looking for the best components for a budget but decent PC build

Hello,
I want to build a budget but decent PC for general use, that is capable of handling all common tasks very well (Virtual machines, programming, Photoshop, maybe some gaming, etc...).
Here are the components I'm thinking to purchase:
-CPU: The upcoming i5-4690K.
-GPU: Radeon R9 270.

-Storage: I will get a Samsung 840 Pro 128GB SSD. Plus at least 2TB of normal storage. I'm interested in WD Black 2TB (costs $147 on Amazon) and Seagate Barracuda 2TB (costs $84 on Amazon). I'm not sure why WD Black is more expensive than Seagate Barracuda. Which one is better in terms of storage safety, performance and price value? And are there other options that are better?

-RAM: I need 12GB or 16GB. Which brand is the best for the this configuration?
-Mainboard: Which one is the best for this configuration?
-Other components: The same, I want the best components for this configuration.

Could you please give me suggestions and recommendations about the PC components? or should I wait for better components that will be released soon? Please help me on this one.

Sorry I didn't understand :p  My budget not including the case and the OS should be a bit more or less than $1000.

the difference is the warranty ...seagate 1 years / wd 5 years

usually it comes like this..4gb / 8gb / 16 gb / 32gb etc.... ( dual kit or quad kit )

different cooler (a little over 160mm so keep that in mind with compatibility when it comes to the case),
different motherboard (imo good enough),
different gpu (better).

Kept the case and o.s. out of it.
Kept the 750watt psu in it for maybe sli.
As said by badboyrog the 4690 is just to have a cpu in the buld,wait for the "K" version.

Thanks badboyrog2. Radeon R9 270 without the X costs $160 on Amazon. Is the R9 270X worth the extra $65?
And I forgot to mention that my country uses 220V and a different wall plug than the one used in the US. What are the additional components that I need to get to fix power differences?

Thank you Vic. I think I won't get an nvidia gpu until they release the new maxwell cards. What do you think about that?
And I forgot to mention that my country uses 220v and uses a different plug. What do I have to get to fix any power compatibility issues?

well like vic 40 told the gtx 760 is a lot better then the r9 270x
above all for gaming
and the asrock Z97 extreme 4 is less expensive and still as good as the extreme 6

about the psu ..the only thing to do is buying the psu in europe and automatically it will be compatible for 220V do not worries about that

and about the vic 40 s rig it is good , but just add the op and the case at the list approx 120$ more

Patriot Viper III is one of the best memory on the market today
folowed by corsair vengeance PRO series
