Please help me to look at this budget gaming list/rig. Thank you.

The budget is around 600 - 700.
Items are sorted from cheap to expensive.
One thing I dont know what to choose is motherboard and psu.
I need to plug in 2 sata 3 hdd and a dvd writer of my own.Can I use sata 2 for the dvd writer?
I prefer the computer to be as cheap as possible while maintaining the quality as much as possible.
