My new upgrade/Need some help!

Ok so on june 13 (my bday) i'm gonna do some hardware upgrades this is my pc now:
CPU: Intel Core 2 Duo E6750 2.6GHz with stock heatsink
Ram: 2x1GB nvidia ram old
PSU: 700W
GPU: GTX 650 (non ti)
Mobo: G41M-P33 Combo

i'm upgrading to:
CPU: Intel Core 2 Quad Q9300 2.50GHz (going to overclock)
Ram: Kingston Hyper X Blu 4GB DDR3 or Kingston HyperX Blu 8GB DDR3
PSU: 700W (keeping old powersupply)
GPU: GTX 650 (non ti) (going to upgrade to a 660ti later on when i get more money)
Mobo: G41M-P33 Combo (keeping old mobo)

i know the cpu is pretty old now but i'm upgrading to an i5 once i get my 660ti but that one is good for now anyways i wanted to know is it better getting 8GB ram? i heard most high end games like bf4/watchdogs/crysis etc don't really use more then 2GB ram so should i just get 4gb or 8gb? also do i need to reinstall windows since i'm changing the cpu and ram?

Honestly??/ You might as well keep your old build until you have enough money to buy a new one. Your new build isn't very good so IMO there is no point spending money on something you're gunna scrap later

yea i know it will be a waste cause ill be upgrading to something alot better but my mother wants me to give this pc to my brother when i build my new one so i'm just putting alittle money into it so he can play games like bf4/bf3/dayz/cod at med/high settings doesn't have to look pretty just good enough so he wont lag so me and him can play online together
