Why does it seem so slow

Hi I recently rebuilt my pc and am having issues with the speed of it, to begin with everything is up to date driver, and windows update wise. Specs are Asrock 970 extreme3 R2.0, AMD fx-6300 black ed., 8gb g.skill 1866, 2 500gb hdd's 1 is 3gb/s main is 6gb/s, CX500 psu, and a radeon hd 7750, everything is nice and cool, i mounted fan on NB heatsink and got a xigmatek balder sd1283 on cpu. I would like to know why at startup it is slow to load everything. Startup programs are Avast, Malwarebytes, and Catalyst control center, its a fresh install of windows 7 x64, Im pretty tech savvy and i just cant figure out whats wrong with this machine, maybe its me thinking it should be faster than possible but i don't think so. Sorry for bad grammar and thanks for the help, much appreciated! Edit: ran rootkit scan, disk needs defragged at 9% fragmented will do that tonight, and ran disk cleanup, emptied temp folder etc.

What kind of hard drive is your main hard drive? And approximately how much time does it take to load windows?

It is a seagate barracuda sata iii 7200rpm model ST500DM002. And from cold boot it takes roughly 20 seconds to boot to desktop but that's not the problem it takes about another 20 to load startup services and the icons appear white and refresh before being able to click on anything without a very laggy reaction.

That seems normal. The more processes the computer has to load up with, the slower the boot up is. If you want faster boot times, it might be a consideration to save up for a SSD.

I do have one more question, my computer keeps freezing randomly, like I was just reading forums here on toms and all of a sudden the mouse wouldnt move it dont unfreeze itself either i have to hold power button, this happens more often than not. Its really irritating and I dont really know how to diagnose it. It usually only happens when I have Chrome open but I think it happened about a week ago in a game. Any help would be useful and appreciated thank you

I would maybe scan for viruses, if you haven't done so already.

yup rootkits, viruses, malware etc all been scanned for.

20 seconds for boot and 20 seconds to finish loading startup items is normal. on some computers this can take up to a minute or so.

with a ssd for the os drive i've had boots as low as 9 seconds to google chrome with a maximum of around 15-20 seconds to chrome on my other pc.

windows could be hanging for various reasons. it could be os/software based in which case a reinstall of windows might fix the issue. it might also be hardware based. i would run memtest to check your ram and crystaldisk or >alternatives(link)< to check for issues. a failing hard drive could cause such hangs and i've seen such issues happen when my own hard drives have failed but thats not the only possible cause.
