RAM info - use bios settings or default ( RAM's manufacturer settings )

First off, here is my system :

Mobo-M4A89GTD PRO/USB3 , AMD 965 black edition deneb , 4 gigs CMD4GX3M2A1600C8 Corsair Dominator DDR3 , CMPSU-850HX Corsair Power supply 850watts HX series , WD Green 1 TB Desktop Hard Drive: 3.5 Inch, SATA III, 64 MB Cache ( brand new) , Cooler Master (RC-922) HAF 922 , Coolmaster hyper 212 evo , PCI Express X-Fi Titanium Fatal1ty Pro Series , HIS HD 5770 Fan 1GB (128bit) GDDR5 PCIe (DirectX 11/ Eyefinity) oh I am running windows 7 ultimate 64 bit and also not overclocking, just at 1333 Mhz

The default info by the manufacturer is: Cas Latency 8 , Timing 8-8-8-24 , Voltage 1.65V but my bios says different; this is at 1333 MHz;
Timing is 9-9-9-24 and voltage is 1.74.

The reason I ask is because I have been getting BSOD and now i am getting a bsod but it's just a freeze up and no bluescreen ; it ilooks like the screen you get just before it goes blue and there is no mini dump file.
My computer has ran fine for 4 years on this setting that i guess is defaulted by AMD ? I tested the RAM every way possible and no errors. I also baught new ram ; I wanted to upgrade anyways and the bios sets it at the same latency and this new rams is 7-8-8-24. i get bluescreen with it also so it wasn't the RAM apparently.

So, the BIG question is : bios settings or default ? I could sure use any imput/answers .

With a 965, often have to add additional voltage to DRAM (maybe + 0.05) and to CPU/NB about (+ 0.075 or + 0.1) to help along the MC (memory controller) w/ the tighter timings (and yes, it's perfectly safe)
