You're good to go for your budget gaming build.

But I think i3 4130 will be a bottom line when it comes to gaming.

Either, afford FX 6300/8320/8350 (or) i5 4670/4570 (Non K version, if not considering overclock)

Update: R9 270x will be little bit better.

i can buy i5 4590 ... but with i5 i'm not able to get R9 270 ... but i could buy GTX750
so what system will deliver more FPS ?? this one or other one ??

R9 270 is way better than GTX 750.

If you're not able to afford i5 with R9, then go with FX 6300.
It's way cheaper but unfortunately AM3+ socket is going to die.

I'd take that i3 over an FX 6300 any day.

The FX would likely outperform the i3 in games that utilise more than 4 cores/threads - this figure is in the single digits. Other than that they're somewhat equal, or the i3 is slightly ahead. Moreover, the i3 has an upgrade path to an i5 or i7, the FX doesn't really have much to offer.

Ultra would be a push at that res IMO - I tried the same with a 7870, essentially the same as that 270, and ultra had some fluctuating frames in some games. High would be an option for sure.

So yes, your setup would be adequate.
