Slow Steam/SWTOR Download Rate

I have two desktops that each run Windows XP that I'm having slow download rate issues with. I just moved my data to a 2TB HDD from my old 500GB HDD and had to re-verify all my games on Steam (almost like redownloading, but without actually downloading the files) and it has taken me right at a week to do this. It shouldn't have taken more than a day. I downloaded SWTOR on my non-gaming rig since I could tell I wouldn't be able to play on my gaming rig for quite awhile and it took forever (around 18 hours). I then uninstalled SWTOR from my gaming rig and reinstalled it and it took the same amount of time. I didn't do these installs at the same time.

Watching the downloader on my wife's Windows 7 laptop (which is wireless), it manages 2.5MB/s on average. I saw it go as high as 2.7MB/s and as low as 2.2MB/s. On my main Windows XP desktop, it's all over the place. I saw it go as high as 1.8MB/s and as low a 0B/s. It'll jump around 282.5KB/s, 800.2KB/s, 652.1KB/s, 1.7MB/s, 1.0MB/s, 242.5KB/s, 781.2KB/s, 655.1KB/s, and will sit at 0B/s in-between every few of them for lengths of time varying from 3sec to 8sec.

Each Windows XP install is different as far as what is installed. I installed Webroot on both just last week as assumed that a virus or adware was causing this issue. One setup is as bare bones as it can be. I've turned off anything unnecessary to performance as I use it for gaming. The other setup has alot of different programs loaded onto it.

I've checked everything I can think of and am currently Googling as much as I can, but I'm certain that it is Windows XP related. Maybe it's something Microsoft did to force people like me to Windows 8.1...lol. That definitely has backfired on them if that's the case, since I'm now making the transition to Ubuntu 14.04 LTS!

If anyone has any suggestions, I'd very much appreciate them.

If this post requires more clarification, then just ask. I just got an email stating that I "may need to clarify my post". I'm assuming that the reason why I've gotten no reply is because no one that is PC literate is still bothering with XP and therefore, don't remember enough about it to be of much use. If someone wouldn't mind posting an answer to which it is, so that the email thing can buzz off, I'd appreciate it...lol.
