Stock Cooler Temps

I am using a stock cooler on i5 3470 and getting avg. temps about 40C by coretemp.Under load it reaches 60C.
Are these temps. OK??
Also i believe that my paste is dried out cuz when i checked it yesterday it didn't seem to stick to my fingers. So if i change thermal paste would it be OK? or i should consider buying a cooler.
Also is this compatible with my socket (LGA 1155) :-

Well then i'd be applying new layer of thermal paste.
What about that cooler.??

I believe that the link you gave was to a newer version of this cooler.

And it says that it supports only LGA 1366
Well then i believe that this cooler is of no use to me ..:(
The cooler master Hyper 212 is actually out of budget for me . -_-
Is Deepcool GAMMAXX 400 any good??
or the GAMMAX S40?
Also would they fit my cabinet??
