I own a 4GB GT630 which I game with at 1080P on incredibly low settings on most games. I believe that the 4GB of VRAM means that I can turn up the texture resolution (Which I can) but the moment I try to change lighting/shaders from the lowest setting, my frame rate drops to unplayable levels. Is the GPU the bottleneck in this situation?

Your graphics card core is so weak, that is the issue. You may have the Vram, but it won't help that card. I wouldn't as such call it a bottleneck, just not capable.

The large amount of VRAM isn't doing anything for you when the GPU itself is so slow.
