My old monitor (an HP 2310m) broke recently and the details of that are not needed. Since it was an older LCD that used light tubes instead of LED's I wanted to find a superior monitor. After much research I have decided that I want either an MVA monitor or an IPS since I play more RTS and RPG games than Battlefield 4 or various other FPS games. I have narrowed it down to these two but I would like some good info to alternatives if they are better:

Here's some questions:
1.) Is 4 or 5ms really that different from the 3ms on my old HP?
2.) Is light bleed on IPS noticable in gaming?
3.) How good are the black levels on IPS compared to TN?
My budget is limited to $200 since im upgrading my CPU and motherboard.
