You've chosen about the best card for the money in the GTX 750 Ti. I had the Evga 750 Ti 2GB factory OC version in a PC I recently sold. It was amazing for not needing any 6 pin aux power. http://www.evga.com/articles/00821/#3753
If your 460W PSU is of decent quality, you could also go with the slightly faster R7-265. But it will require a 6 pin.

If you want to go all the way to the high end of your budget, the R9-270: http://www.scan.co.uk/search.aspx?q=r9-270

I don't think my PSU would be any good for the R7 as it is about 5 years old
Would the 750 ti be able to run two monitors one as the resoloution above and the other a 19" not sure on the resoloution, i will be using two moniters for photo editing and one for gaming

Sure, if you get a card that has the needed outputs for your monitors.
My PSU is older than that...lol. What is more important, is the quality. Do you know the make/model of the PSU? Or the +12V ratings as per the nameplate (amps and watts)?

Yikes! That's a tiny PSU. But the specs are surprisingly good. (Dell never scrimped on PSUs) Three +12V rails rated at a total of 39A @ 385W. Plenty there for the 60W GTX 750 Ti. Marginal for the R7-265. Thankfully the 750 Ti is using the new Maxwell GPU design. Low power demand.

There may be one snag. Be sure your MB has the latest BIOS when you buy one of the new cards. I have seen some folks post that their older boards do not recognize the GTX 750 Ti with their old BIOS. It's rare, but it does happen I guess from what I've read here.
