I used an arctic accelero IV with some VRM heat sinks. It keeps the card under 60C while gaming and silent. Great cooler. You can check out my review I did here

If you dont want to spend that much you could also go with a geild icy vision, its about $50. I decided not to go water cooling because I didn't want the hassel and possible pump noise (I use my pc as an HTPC so I want it SILENT)

For the 290x, I think the best solution is something like the Kraken G10 bracket and an H75 or H90 on a reference-based 290x card. But value-wise, you just need a good air cooler, like the Tri-X from Sapphire. The H75 + G10 bracket will keep the 290x about as cool as possible, though is a bit pricey of a solution.

In the thread I linked I mention that I used the heatsinks from a gelid icy vision rev 2 enhancement kit. less than $15 shipped

The corsair HG10 is a lot better it reuses the stock fan which is specifically made for the card and they are programmed for each other and also the corsair one cools the VRM's a lot better and imo looks nicer

It's also not out, and costs a lot more. On AMD cards, the VRM temps are similar between using the G10 bracket and fan, and using an aftermarket air cooler. It's the NVIDIA cards (oddly enough) that have the higher temps on the VRMs.

But the aesthetic factor is hard to put a price on lol
