I need a rig that's capable of playing mainly CS:GO, Borderlands 2, and Skyrim. I plan on using two monitors, but I can just use one as well. OS does matter, preferably Win7. Any help/advice would be appreciated. This is my first time building a computer, so I'm pretty lost on what parts I should get. A cooling fan also matters, as does a sound card.

Do you need to buy a keyboard, operating system, mouse, and monitors with that budget? Your not gonna get much and at that point, I would just save up for a console. You won't be able to get a sound card in that budget and you will probably be stuck with stock fan coolers for that price point.

I'm sorry, but 400 dollars barely gets you a basic PC, much less one with any kind of gaming chops, your best best will be an AMD APU. Do you have any parts yet (such as the dual monitors you mentioned)? The basics you'll need are:
-Case
-Motherboard
-CPU
-PSU
-Graphics (APU or discrete card)
-Drive (SSD or HDD)
-RAM
-Input devices (mouse & keyboard)
-Output devices (speakers & monitor(s))

Well, You're only going to be running on low-medium settings for around this price, And theres no chance of fitting an OS in as well as a basic gaming PC in this budget. The case will come with fans, And as for sound card, At this budget you're best just going with onboard sound, I use my onboard sound on my Asrock 990fx, And it is perfectly fine for my needs.
