URGENT : CPU always 100% usage when gaming

a couple of months ago , the games started to have some lag (well not some ) , anyway , i tried to lower the settings , but no results .
i cleaned the cpu using compressed air to get rid of the dust , but still.
no matter i do , games lag and cpu is 100% usage.
specs : AMD Athlon II X2 245.
ATI HD 6670 1gddr5
4gb RAM

That is a pretty old an slow CPU, I would not be the least bit surprised if you are bottlenecking that GPU.

really ? i may get a core i5 4460 ( i had to upgrade someday ) , what do u think about it ?

That is a very good chip. A bit overpowered by your current GPU, but able to handle any GPU upgrade you look to do later.

i may get radeon r9 270 or gtx 660 soon as well (like in 2 months or something ) , so i guess that would be fine , right ?

Yea, you would be just fine with such a combo.
