Quality 21-23" monitor?

I need a new monitor, right now I've got Samsung SyncMaster 2333, its good but I need better, since I use my pc also for graphics design and instead of my TV.

Can anyone recommend a good quality 21-23" LED monitor with accurate colours, true black, high refresh rate, wide both vertical and horizontal viewing angles and it not being too expensive? Preferably one where one can mount a screen protection panel?

Look legit... except that this particular model does not seem available with my vendor, however they do have an entire line of similar Asus models that I'm going to check out and compare.
