This was debated in my family recently. The debate was over which genre of game is harder to design and create: A sports game (like NASCAR or Madden), or a shooter (Like Battlefield).
The claim for a sports game was that the physics and possibilities of a sport would be hard to program and account for respectively. It was also argued that a shooter just consists of people running and bullets.
I argued that a shooter, especially one as complex as Battlefield, might not take a lot of work to create the base game. The hard part is making the game responsive, balanced and fun. There are also a lot of technicalities that go into shooters, such as having different weapons with different damages and speed that all also need to be balanced.
