how do i connect my pc, laptop and android tablet to the same local network over wifi without internet access?

as mentioned in the question i'd like to know of a way to connect the three devices without internet connection but using one of them, either the laptop or the pc as the router ( i don't have a router). the purpose would be using my android as a wifi remote and controller for the pc and is file sharing/ streaming possible over the three devices with the setup? thank you.
