FPS is extremely low.

I have been playing Wildstar on low settings and I am getting about 15ish fps. My specs are Intel Core i5 CPU 650 @320Ghz, 12.0GB RAM, AMD Radeon HD 5870 video card. My drivers are up to date as far as I know. I know the video card is a bit old but it still seems like I should have a higher FPS.

The game is poorly optimized. There are 100s of posts online about poor performance with much faster systems than yours(it looked interesting so I dug around a little bit). There are also 100s of posts about possible fixes. Google it and try them. There's likely nothing wrong with your setup.

It's not just Wildstar. It has been every game. Starting with World of Warcraft. When I raided my FPS would drop down to 8ish.

Test it on something artificial then. Here's a link to 5870 benchmarks on Heaven. Download it, set the settings to exactly the same as they used and see if you get a similar result. If so, then it's working exactly as it is able to.
