SATA external hdd is detected as a removable drive

I have external SATA hdd of Samsung 200GB. When i try to connect it to my PC, it's being recognized as a removable Disk and when I click on it, a message of "Please insert a disk to the drive" pops. In disk management it doesn't appear as a device in the top but rather appears in the bottom as an empty device. I want to format it (though rescuing the files will be helpful). I can't run on it CHCKDSK or format it from my computer. How can I format it?

it doesnt sound like the drive is responding the the external enclosure/dock circuitry. Esata does not include power so how are you powering the drive itself?

I have cable of usb3.0 to SATA which powers up the drive.
