Those garden lights take 12 hours to charge a single AA NiCd cell (1.2 volts, 600milliAmp-hours.) That's less than 1 watt-hour over 12 hours.

Wiring it into the PSP's battery would ruin the battery because lithium batteries are 3.7V nominal / 4.2V fully charger, and that solar panel puts out around 1.5V max.

So let's assume you wire 3 or 4 of them in series, and figure out how to build a constant-current charging circuit for a lithium battery. It will still do nothing because there is a minimum current to charger the battery, and that solar cell will not provide it.

One of these might work, but they take many hours in the sun to charger their internal batteries:

I would buy a USB battery pack (and a USB charging cable for the PSP)

If Your goal is to learn to build electronics, good for You! I just an unable to teach that over the Internet. YouTube is a good place to look for how-to videos, as is instructables.com and makezine.com.
