Low fps caused by gpu or monitor?

So in games like the forest watch dogs ac4 and even in the withcer 2 i have fps drops in watch dogs 45-120 fps avg 45-54 on high msaa 2x ac4 well on high aa smaa 50 fps wtf?? tw2 high ubersampling disable i get dips to 47 why the game is old and it have some texture issues why im wating tw3 and by logic it will run like shit(with excuse) my gpu is gtx 770 msi oc tf gaming edition which is a very promising gpu as many ppl said but i don't know much of monitors,the monitor is ktc from 2007-2008(i buyed it then) 1440x900 59hz or mhz didn't remeber its hz in my opinion but dunno so why is this problem caused should i sli the 770 sell it and get 780 or what?

The monitor has nothing to do with it, but your fps are pretty low in the Witcher 2 for a 770 for some reason. At 1920x1080 with my i5 and GTX660 on the Witcher 2 with everything maxed except supersampling off with HD texture mods and HD weapon mods I average in the low 50fps with dips into the mid 40s.

No in tw2 i get like 90-140 but sometimes in cutscenes it drops me so hard..
