CPU Overheating , what to do?

What´s up guys , so this last few days i´ve been noticing that my cpu was overheating as hell , while i used speccy i noticed that it was around 87ºC and now i barely can go to my computer without being laggy and slow as hell , its like if i had 10 fps on games.
I took out the case and added a fan in front of it to see if it makes something , but now its around 77C and yet pretty slow , im not sure what to do can you guys help me?
If i should buy a new cooler , you guys could recomend me one? i can spend till 50 euros on a cooler

Oh and PS : I also noticed that the core that the core that was overheating more was my 2º core

yes by an aftermarket cooler like coolermaster hyper212 evo its around 25 euros and while installing the cooler make sure to remove the previous applied thermal paste with cleaning alcohol or spirit and dont use too much thermal paste just use a little drop and spread it evenly ....
