At this budget you should be using an inel based system

Motherboard with a Z97 chipset $ 150
2 x4 gig of RAM $80

Use a desktop hard drive , not an enterprise hard drive
Use an SSD as a boot drive
The water cooler is worse than most similarly priced air coolers and noisier too
