First Computer Build, 4 Variations $700~$500 Refurb or New GPU!

I'm building my first PC and my parents are giving me a couple hundred dollars to add to my computer build. In about a week or two is the plan and I need to make sure that what either setup I go with its a good one for its price point.

There are 2 $700~ Setup that I need you guys to look over a choose if going refurb is worth it.

First Setup:
Case: NZXT Source 210 w/ Side Window - $45

There are multiple questions and ideas like instead of getting a GTX 660 Refurb I could swap it with a R7 265. That is why I'm asking all you wonderful forum peeps to help me out. Give opinions if I should get a Refurb to get better performance but with a risk, or play it safe get a card around its performance but choose a weaker cpu. I've done a lot of thinking and you guys could sure help

Also here are 2 $500 Build because I'm not exactly sure how much they're giving me, so yeah just in case. I currently have $300 saved up and my parents said its alright if it hits the $850 but I'm not entirely sure they were paying attention to me in that exact moment lol
