Cheap monitor for gaming pc

I'm building a mid-range gaming PC. I currently have a very old CRT that is going bad and I need a replacement monitor. Hoping for something decent between 20-24 inches under $140 that has good latency and isn't a glutton for glare. Any ideas? Already spent 700 on the PC itself, hoping not to have to drop another huge wad on a monitor.
