Is this a good PC to run every game in Ultra-High?

both builds will max any game at 1080p, and most at 1440p, HOWEVER if you do get a devils canyon cpu, one than is iX 4X90 then either get a 9 series chipset mobo, or if you get an 8 series board make sure it comes with the latest bios update.

I am sorry i didnt understand half of what you wrote. Could you reexplain it?

sorry about that. both builds will run games on ultra, but on the second build, the one with the i5, get either a Z97 chipset motherboard, the one you picked is Z87, OR get the i5 4670k.

I thought the i5 4690k was better..? Sorry if i sounded rude btw.

the i5 4690k is better than the i5 4670k, however it is only compatible with H/Z97 boards, and H/B/Z87 boards IF they are updated, which they may or may not be.

Ohh Okay and do you think i can play games on ultra-high setting for the next 5 years with this build or the other build?

5 years? probly not ultra, if you want it to be as future proof as possible, then get an i7, and if you can wait like 4-6 months, then the new broadwell chips, the 5xxx series, come out, and they will be more future proof.
