Windows 7 upgrade to Windows 8 with new hard drive install

So I was thinking about upgrading my computer from windows 7 to windows 8.1 but I don't want to do clean my hard drive is it possible for me to buy another hard drive install it into the computer install windows 8.1 on the new one and connect the old one and then transfer the data and clean that hard drive.
 
No. There are no migration tools I'm aware of for transfer of files from an existing OS installation to a secondary OS installation disk. Besides that, with all the problems people are having with upgrading to 8.1 on established systems I would only recommend attempting the 8.1 upgrade to a clean install of 7 or 8. You can of course back up your documents, files, pictures etc. and then transfer those documents to your new drive after reinstalling your applications.
