It depends how much you want to spend. Typically $100USD is good starting point since if you pay any less, you are going to get junk.

Yes. PCIE is backwards compatible meaning 3.0 cards will work with 2.0, 1.2, 1.1, and 1.0. Same thing applies for the motherboard. Power supply is much more relevant to graphic cards.

IMHO if you're looking at a fan-cooled card which draws 75 Watts or less then the above ~75 Watt models may be worth considering.
