I am currently trying to pick a monitor for my first build. for a similar price i have these two options

LG 24MP56HQ-P 24in Widescreen IPS
ASUS VG248QE 24-Inch Screen LED-lit Monitor 144hz 1ms

it seems to me that the LG has better colours and imaging, where as the ASUS has the faster refresh rate.

what is better for gaming?
will i even tell that much of a difference from the extra FPS, or will the LG look that much better?

sorry for the inexperience just converting from console.

Well, you are basically deciding IPS vs TN panel. IPS 24MP56HQ-P will give you better color reproduction and viewing angles. VG248QE will give faster refresh rates causing to get information faster during games. If your a big gamer, the 144hz makes sense. I would also like to point out that you would need a lot of graphic power to keep yourself over 100 frames in games (gtx 780 or r9 290 or greater). I don't have such computing power, the 144hz won't make much sense. The LG will look better, but nothing overly significant unless you spend a lot time on some professional work like in photoshop and you need color reproduction to be spot on (10 bit screens work better than these for that type of work anyways).

My graphics cards will be a 'Gigabyte GeForce GTX 760 OC Edition 4GB', is that strong enough to ge use out of the ASUS VG248QE 144hz monitor?

This monitor is expensive in Australia but cheap in America, if I buy it in America can it run in Australia (due to different voltages)? will I need to buy different power cables, if so what ones?

And yes i am using it for gaming

No. You will need a r9 290 or gtx 780 for 144 hz. Another way to do it, is sling 760s and you should get a similar result. You shouldn't need to buy power cables but I am not certain about that.

It mostly depends on the games, some games set on ultra like Bioshock Infinite are easy to run above 100 fps. I don't have a 760 but I have the 770 4GB and I've seen the fps go up to 137 before and it runs at an average of 100-110 fps with everything on ultra. So it just depends on the games you play and what you have the graphics settings on.
