format my pendrive to fat32

Recently I formatted my pendrive( 8GB HP) using cmd- format h:
It was almost 80% formatting when the laptop battery was low and switched off.
Now the problem is i am not able to format the Pendrive so that i can use normally.
I tried all the stuffs available
format h: -- "File system is raw. The specified cluster size is too large for FAT."
windows format -- "Windows was unable to complete the format"
disk management -- " Incorrect function"
diskpart clean all -- "Diskpart has encountered an error: Incorrect function"
various formatting tools including the one from HP.
The errors were "Disk media is write protected", "Unable to format"
Storage device policy - unsuccessful.

use diskpart and delete all the partitions on it. then make a new partition in Disk management and see if it can format.
