XFX R9 270X will not overclock without crashing

If I overclock this device in any regard it will crash either the program or the entire OS with BSOD. I think it is being throttled anyway as it sits at around 65% load and 25fps. I tried MSI Afterburner, CCC, and Trixx. Same results in all. Do I need to flash my GPU BIOS? Am I using the wrong program for my card? Any suggestions?

What settings did you put in the MSI afterburner?
What is your full pc specs? Include power supply
