I'd have to build the PC Part Picker Build myself. But ibuypower builds the computer.
From PC part picker the total would be $1,723.62. ibuypower would be $2,173 (I chose expensive shipping and handling) So should I build my PC or should I buy it from ibuypower?
Are the parts I picked good enough from PC Part Picker? And will these two builds play games on ultra graphics?

Solution
Find a i5 3570k and add a SSD then the first build list will be similar to the ibuypower one. You could also get an i5 4690k and a Z97 motherboard which allows upgrading to Broadwell cpu in the future if necessary.
If overclocking the cpu, add an aftermarket cpu cooler.
Building it yourself is always cheaper, however, if you don't have the time then getting the ibuypower is probably the best option then.
Both will play ultra settings at 1080p
