Per Core Overlocking Vs Sync All Cores - I7 4770K

I have a I7 4770K..

Normally my stress test fail very quickly if I attempt to use any form of 'SYNC ALL CORES"
Even 4.3ghz, takes around 1.350ghz to be stable under Sync All Cores.

But when I use Per Core Overclocking, and lets set them all to 4.5GHZ under PER CORE, I'm stable under 1.280 clocked at 4.5ghz all cores.

I know it's probably my chip, as a I recently had a Asus Z87 Plus and now a Asuz Z97 A...so motherboard has been since changed.

What would be different about 4.5ghz set to per core, than sync all cores?

Any opinions on what could cause this?
